On the portrait fatly seen is the name Don Barclay. I believe this to be the artist.

Close, ROB. To my eye, it’s a dreadful take-off on Emmett Kelly, complete with his dimpled chin. But the facial structure, hair, hat, and elongated neck miss Kelly by a mile, when a portrait of the actual performer could have been appreciated. It never works when artwork attempts a send-up of someone so well-known.
