The cars are lettered as Barnum & Bailey Greatest Show on Earth however, they are clearly not of American design. My thinking is this photo comes from the European tours of 1898 to 1902.

Agreed, looking at pic the policeman(?) is not English so could be anywhere (France or Belgium?) from 1900 to 1902. It is the “English” rolling stock
