Small animal cage wagon maybe? There looks to be several sliding wooden panels on the side of the wagon. Perhaps one of my good circus friends will help to figure this out.

This is the best photo I have of a Forepaugh wagon. It is a two section animal cage wagon, most likely used for large anmals.
